The latest run of the short-range American model that just came in has Southeastern Pennsylvania in the Bull's Eye with more than 7 inches of rain in a small area. It then extends an area of more than 3 inches eastward across most of Southern New Jersey, sparing Northern New Jersey with just a quarter to one inch of rain tomorrow morning. The flooding would however be very serious in Southeastern Pennsylvania if this really happens as the latest short-range American model shows.
